Follow this 3 simple steps to see blue color screen
1) HDMI head plug to TV
2) USB head plug to phone charger, USB head cannot be plugged to TV
3) Switch the TV to correct HDMI channel

Some precautions, please make sure,
- Usb head of cable in package must be connected to power bank or phone charger, it cannot be connected to TV.
- Wifi should be open when mirroring, then use phone's wireless display function to mirror phone screen to tv
(wireless display function name can be wireless projection/ multiscreen interaction / smart view / mirrorshare depends on phone model)
- Bluetooth in phone has to be turned off
